asked the Secretary of State for the Environment if he is satisfied with the system whereby consultants and other professional people are enabled to relate their fees to a percentage of the ultimate cost of developments authorised by his Department; and if he will make a statement.

Yes. I am generally satisfied with the system as it operates within my Department, but will need to review it in the light of any recommendations made by the Monopolies and Mergers Commission, which is currently enquiring into architects' and surveyors' fees.
