asked the Secretary of State for the Environment what effect office development permit policy is having in moving office users to other regions of the United Kingdom or to Europe.

Until recently, the great majority of office moves from central London have been within the South-East, but there are signs that some firms are now prepared to consider longer distance moves. I have no reason to believe that the office control has resulted in moves to Europe.
