asked the Secretary of State for the Environment what was the average cost of a council house built in 1960, 1970 and the latest available date, (a) including and (b) excluding interest charges; and if he will estimate the rent for the council houses built in these three years if the economic cost was to be recovered over (i) a 25-year period and (ii) a 60-year period.
