asked the Secretary of State for the Home Department what steps are being taken to bring to the attention of licence holders in the area affected by the destruction of the television transmitter serving the southern part of County Down their right to receive a refund.

None. A licence permits the use of a television set, but carries no guarantee of transmission. The circumstances in which refunds of a licence fee are given are strictly limited and do not include the failure of a particular signal.
