asked the Secretary of State for Social Services what arrangements have been made for publishing Professor Bell's report on supplementary benefit appeal tribunals; and what consideration is being given to its recommendations.

The report is an independent research study in four volumes, and much of the material is confidential. Professor Bell has, however, prepared a summary of her findings and recommendations and I hope that this will be published by Her Majesty's Stationery Office in a few weeks' time. Interested individuals and organisations, whether or not they have already given their views on the supplementary benefit appeal tribunal system, will then be able, if they wish, to send comments on the summary to my Department. My officials and those of the Lord Chancellor's Office are presently studying all the suggestions for change that have been made. The Council on Tribunals will be consulted as appropriate.
