asked the Secretary of State for Social Services what further plans she has to encourage the development of democracy in the National Health Service; and if she will make a statement on the progress of similar plans which she has already announced.

The changes I announced in my reply to my hon. Friend the Member for Westhoughton (Mr. Stott) on 11th July can be made in the short term and within existing legislation. We shall keep the working of the service under review, but I have nothing further to add at this stage to my earlier announcement. A circular will shortly go to health and local autorities about implementation of the changes already announced.—[Vol. 895. c. 294–5.]
