asked the Secretary of State for the Environment whether he will examine the adequacy of the powers of the Greater London Council and the London boroughs to deal with those who do not pay their rates, whether they live in council or private accommodation, with a view to introducing legislation on this subject if he considers it necessary.

I have no reason to believe that the present powers are insufficient but if the hon. Member has a particular problem in mind, perhaps he will write to me and I will consider it.
