asked the Secretary of State for Employment if he will request the Trades Union Congress and /or individual unions to consider the removal of any restrictions from apprenticeship agreements with employers which might preclude young people between the age of 17 and 18 years from indenturing.

No. I am informed by the Manpower Services Commission that the Trades Union Congress and individual trade unions are aware of the problem of late-age entrants to apprenticeships. Various trade unions have substantially modified their policies in recent years. The Training Services Agency in liaison with the Careers Service will continue to discuss individual cases of local difficulty with appropriate apprenticeship councils and /or trade unions.
