asked the Secretary of State for Defence what category of mail is granted Forces' postal rates.

Except for parcels sent by air, mail between the United Kingdom and British Forces Post Office addresses overseas is charged at Forces postal rates. The concession also applies to outgoing mail to other authorised Forces addresses overseas.
