Friend is referring to the inquiry set up by the South-East Thames Regional Health Authority to inquire into the allegations about the care and treatment of patients at St. Augustine's Hospital, Chartham, Down, near Canterbury, contained in two documents "A Critique Regarding Policy" and "A Critique Regarding Policy Part II—The Evidence" by Mr. Olleste Etsello, RMN, and Dr. William B.
