asked the Secretary of State for the Environment whether he intends to restrict the issuance of circulars from his Department to local authorities which require additional expenditure by local authorities to implement them when no further funds are available from the Government.

All circulars of advice issued by the Department are carefully considered in the light of the current severe restraints affecting local authority expenditure.
