asked the Secretary of State for Education and Science what is his latest estimate of the cost in the first year of administering the public lending right scheme.

About £400,000 at September 1975 prices for the first year of full operation. The actual cost would depend on the details of the scheme adopted, the nature and rotation of the sample of libraries, and whether or not equipment is hired or purchased. However, at this stage it is not possible to say when such resources could be made available.
