asked the Secretary of State for the Home Department what is the amount of fines outstanding unpaid at the latest convenient date in each of the divisions of magistrates' courts within the Greater London area; how this compares with experience in the previous five years; what is the average estimated recovery rate of a fine enforcement officer; and how many such officers are employed in each division, respectively.

The fines imposed but unpaid on 30th June 1976 and on the corresponding dates of the four previous years in each petty sessional division in the Outer London Commission Areas are shown in the table below. The figures include fines which are not yet due for payment because the time allowed for payment has not expired. Figures for Inner London are not available.One fine enforcement officer is employed in each of the Barking, Croydon, Edmonton, Highgate, New Spelthorne and Uxbridge divisions. Where fine enforcement officers are not employed enforcement is carried out by other court staff. There is no information in the Home Office from which the average estimated recovery rate per fine enforcement officer could be computed, and I doubt whether such a figure would be meaningful, since the effectiveness of fine enforcement
