asked the Secretary of State for the Environment what encouragement is given by his Department to the recycling of waste paper and board.

Each local authority must take its own decision about whether to collect waste paper for recycling, since what is economically sensible in one area may not be so in another. My Department has published detailed practical guidance to help authorities who are either collecting waste paper already or are considering doing so.
