asked the Secretary of State for Transport whether he has considered the report of the Motor Rallies Advisory Committee; and what action he proposes to take.

The Committee has undertaken a very thorough review of the present control system and has produced a thoughtful and valuable report, the substance of which my right hon. Friend is glad to accept. Some of the recommendations involve amending the Road Traffic Act 1972 under which the rally control system operates. It will, therefore, not be possible to implement the Committee's proposals fully until the necessary amending legislation has been enacted. My right hon. Friend will consult interested bodies before any new regulations are made.
