asked the Secretary of State for Social Services under what circumstances local social security offices are permitted to issue first-class travel warrants to persons in need of urgent assistance to return home.

None. Warrants are issued, if necessary, for travel by the cheapest available means. I would refer the hon. Member to my reply to the hon. Member for Tynemouth (Mr. Trotter) on 29th November.—[Vol. 921, c. 63.]
