Disabled Persons (Travel Concessions)

asked the Secretary of State for Transport if he will seek to amend Section 138(5)(c) of the Transport Act 1968, particularly those words which restrict the granting of travel concessions to those with impaired ability to walk, in view of the fact that this restricts the granting of such concessions to those who, although able to walk, are unable to work, and through mental handicap need to be accompanied when travelling.

Local social services authorities are already empowered by Section 29 of the National Assistance Act 1948 to assist the travel needs of people registered as handicapped —which includes mentally handicapped.
