asked the Secretary of State for Transport what British Railways estimate to be the average time nationally between a person's arriving at a railway station to pay the fare of a passenger at another station and that passenger's being permitted to board a train.

The shortest time possible, bearing in mind the need to establish the genuineness of the circumstances.
