asked the Secretary of State for the Environment whether he took into account the cost of development of the proposed office complex in Hammersmith by London Transport and the estimated rental income when granting the development permit.

Yes; one of the reasons for the grant of a permit was the expectation that the return on the offices will help to pay for the transport improvements which are a major feature of the scheme.
