asked the Secretary of State for the Environment why the allocation of funds for house purchase loans and improvement loans for 1977–78 is lower for the city of Leeds than for other housing authorities; and if he will reconsider the allocation.

Allocations for 1977–78 have been determined on the basis of previous years' lending to prescribed categories of borrowers, within the reduced overall limit of available funds. Leeds City Council's combined allocation for direct lending and replacement lending by building societies has been set at an appropriate level according to these criteria. In agreement with the local authority associations, allocations generally will be reviewed in July next, and the requirements of Leeds will then be looked at in relation to those of all other local authorities.
