asked the Secretary of State for the Environment if he will list in the Official Report net revenue expenditure forecasts for 1976–77 for each local authority submitted to him following the issue of Circular 45/76 along with the estimated outturn estimates for 1975–76 prepared at the same time.

A detailed breakdown of expenditure forecasts for 1976–77 has been published by the Chartered Institute of Public Finance and Accountancy (CIPFA) in its "Return of Rates 1976–77". A copy of this publication has been placed in the Library. The forecasts are those returned to CIPFA and my Department in July 1976. The total figures taken from the returns are listed below along with the associated provisional estimates for 1975–76 outturn made in July 1976. It must be stressed that since the returns were submitted by authorities there will have been corrections made to the 1975–76 outturn figures; the final 1976–77 expenditure may also well be different as plans changed during the finalcial year.Notes following the table explain the scope of the figures.

1. The figures represent authorities' estimates of their spending in 1975–76 and their budget plans for 1976–77 modified in the light of Circular 45/76, and represent what local authorities estimated was the position as seen in mid-summer 1976. The figures represent net expenditure charged to the rate fund and include the estimated rate fund contributions to the housing revenue account and other accounts including rate fund and revenue contributions to capital. They exclude the cost of rate collection and the net cost to local authorities of rate rebates. The 1976–77 budget forecasts include the local authorities own provisions for expected cost increases in that year. Parish precepts and land drainage precepts are included but not the general service charge collected on behalf of regional water authorities. The figures include the appropriate share of the expenditure of joint police authorities for all constituent authorities other than those of the Metropolitan Police Authority. No expenditure for the Metropolitan Police is included in the figures for London authorities.2. The definition of expenditure used in these figures is close to but cannot be exactly identified with that of "relevant expenditure" used in the rate support grant settlement.3. Differences between authorities in expenditure levels from year to year reflect differences in the range of services provided, demographic changes, and differing inflation assumptions amongst other factors.
