asked the Secretary of State for Social Services if he has ceased issuing certificates of exemption from vehicle excise duty for disabled drivers; and, if so, from what date and on what grounds.

No. All disabled drivers of vehicles issued by the Department, and those who receive the private car allowance, are eligible for exemption and certificates continue to be issued to them. My Department also issues certificates of exemption to disabled passengers who are not eligible for mobility allowance.
