asked the Secretary of State for Social Services what progress has been made in the United Kingdom about the development and production of substitute tobacco; what conditions apply regarding the percentage content of this material in cigarettes; and what restrictions are being considered concerning the sale to the public of cigarettes containing substitute tobacco.

Research and development work into tobacco substitutes has been carried out by the tobacco industry for some years and is continuing. Substitute materials are currently being produced in the United Kingdom. As regards the remainder of his Question. I would refer the hon. Member to my right hon. Friend's reply to him and to my hon.
