asked the Secretary of State for Trade whether he is in a position to announce proposals for the financing of soundproofing of premises and particularly of schools, which are seriously affected by aircraft noise in the areas around major airports; and if such proposals will apply equally to all airports and to all premises, both public and private.

The Secretary of State is responsible for such schemes at designated airports. Noise insulation grant scheme for dwellings have been in operation for some years at Heathrow and Gatwick. At non-designated airports the responsibility rests with the airport owner. The British Airports Authority is introducing schemes at Glasgow, Edinburgh, Aberdeen and Prestwick, and the Manchester and Luton Authorities have similar schemes at their airports.
