asked the Secretary of State for Social Services whether a meeting has now been held with representatives of the Association of Metropolitan Authorities and the Association of County Councils to discuss matters connected with the Children and Young Persons Act 1969; and if he will make a statement.

My right hon. Friend the Secretary of State for the Home Department, my hon. Friends the Ministers of State, Department of Health and the Home Department, the Under-Secretaries of State for Education and Science and for Wales, and I had a useful discussion with representatives of the Association of County Councils and the Association of Metropolitan Authorities, together with representatives of the Magistrates' Association, on 31st January about the White Paper on the Children and Young Persons Act 1969 (Cmnd. 6494). The main subjects discussed were the problem of serious and persistent juvenile offenders, and national and local arrangements for consultation. An earlier meeting with the local authority associations on 29th November 1976 was referred to in my reply to my hon. Friend the Member for Ormskirk (Mr. Kilroy-Silk) on 7th December.—[Vol. 922, c. 161–2.]
