asked the Secretary of State for Industry under what statutory authority the Post Office is permitted to send out a questionnaire asking addressees to give details of sex and the Independent Television channels they watch.

The Post Office's power to provide telecommunications services extends to related commercial activities, including market research. It is made clear to customers that their participation is entirely voluntary.
