asked the Secretary of State for the Home Department when he expects to announce the membership of the three-man committee of inquiry that is to review the negotiating machinery for the pay and conditions of the police; and if he has reached agreement among the parties concerned on the terms of reference for this review.

All the bodies represented on the Police Council for the United Kingdom have been invited to take part in the review and have been sent draft terms of reference. A number have still to reply, including the Police Federation of England and Wales I hope that all those concerned will reply as quickly as possible, so that I can set up the review and announce the membership and the terms of reference.
