asked the Secretary of State for Employment if he has reached any conclusions as to the need to amend the legislation relating to the certification of independent trade unions.

After consultation with the TUC, the CBI and the ACAS we have decided not to introduce amending legislation, at least for the time being. The matter will, however, be kept under review as we gain more experience of the interaction of the certification arrangements and the trade union recognition procedures operated by ACAS.
