asked the Secretary of State for Scotland if he will estimate the number of local authority and private houses, respectively, which have none or only minimal standards of insulation.

All houses built since 1964 have had to comply with minimum thermal insulation standards for walls and roofs laid down in the building standards regulations. No details are available regarding the original levels of insulation—which varied considerably—of houses built before 1964 or of the Extent to which their insulation may subsequently have been improved.
