asked the Secretary of State for Scotland how many new secondary and primary school projects he has not sanctioned due to restrictions on public capital expenditure.

Projects required for local increases in school population have not been affected by restrictions in public expenditure. In the case of new schools to replace existing accommodation, I am unable to say how many more projects might have been proceeded with at any higher level of expenditure in any period as local authorities receive block financial allocations within which they have discretion to select the projects to be undertaken.
