asked the Secretary of State for Foreign and Commonwealth Affairs whether the salaries and allowance of any directly elected Members of a European Assembly will be fixed by the Assembly itself or by the Council of Ministers; and if he will make a statement.

I refer the hon. Member to the answer I gave to the hon. Member for Harrow, East (Mr. Dykes) on 30th November—[Vol. 940, col. 258–59]; it is the Council of Ministers which has ultimate responsibility.
