asked the Chancellor of the Exchequer what has been the effect of the voluntary agreements negotiated between the Secretary of State for Social Services and manufacturers of cigarettes in February 1977 on the sale of cigarettes (a) within the middle-tar group and (b) higher-tar group.

I have been asked to reply.I refer the hon. Member to the answer that I gave to my hon. Friend the Member for Brent, South (Mr. Pavitt) on 20th April—[Vol. 948, c.

333–4.] It is not possible on the available evidence to say to what extent the figures for 1977 were influenced by the voluntary agreement negotiated in February 1977; in any case, some of the relevant measures in that agreement have not yet come into effect.
