asked the Secretary of State for the Environment if he has reached a decision on the formal application by the Ellesmere Ports and Nelson borough council for a special direction for key sector loan consent to finance the erection of factory units of Clayhill Neston; and what consultations he has held on the application.

It has been pointed out to the council that community land key sector loan consent is not normally available for factory construction, except in designated inner urban areas. Our officials have, however, had two meetings with the council's officers, who are now considering possible alternatives.
