asked the Prime Minister, whether he will give an assurance that he will in the future answer parliamentary Questions addressed to him when such Questions deal with matters which can only be within his own knowledge and responsibilities, such as letters which he has received and answered in his public office and speeches he has made and their content; and whether he will cease transferring those sorts of Questions to other Ministers who have had no responsibility for his own personal public statements and actions.

Each Question is considered on its merits. Ministers must retain discretion to transfer Questions which fall wholly or in part within the responsibilities of other Ministers.
