asked the Secretary of State for Transport whether action can be taken to reduce the nuisance caused to those living in the tower blocks at Brentford, Middlesex, by noise from traffic using the elevated section of the M4.

No. Offers of insulation under the Noise Insulation Regulations 1975 can be made only if the new or improved highways were opened to public traffic after 17th October 1969. The elevated section of the M4 was opened in 1965.
