asked the Secretary of State for Employment when he intends to seek a decision by the Council of Ministers on the European Economic Community Commission's proposed £75 million programme for youth employment.

We continue to attach high importance to reaching agreement on a new Community programme under the Social Fund to help the young unemployed. I expect the subject to be examined further after the holiday and to come to the Council of Ministers under German Presidency in November. The European Council, meeting at Bremen on 6th-7th July, called for these measures to come into force on 1st January 1979.
