asked the Secretary of State for Scotland if he will implement the proposal contained in the report of the Thomson Committee on Criminal Procedure that service of witnesses' citations be effected by means other than the police and transferred to personnel recruited by the courts under the control of the procurators fiscal.

As a first step in the implementation of this Thomson Committee proposal we intend to make statutory provision for this change as soon as possible.
