Advisory bodies are set up by the director-general from time to time to advise him on various aspects of UNESCO's work. I am not myself aware of one called the Committee of Wisemen.

asked the Minister of Overseas Development how the United Kingdom financial contribution to UNESCO compares with that of the United States of America and other leadinf powers.
