asked the Secretary of State for Scotland if, in view of the report by Her Majesty's Inspector of Constabulary on the dangers of glue sniffing, he will introduce new legislation, the need for which was implied in the report and if he will make a statement.

No. I am not persuaded that legislation is the best means of tackling this difficult problem.
