asked the Secretary of State for the Environment what discussions he has had with the North-West water authority concerning its purchasing policy, and the effect on employment in St. Helens; and if he will make a statement.

I have not discussed with the North-West water authority its procurement policy in the context of employment in St. Helens.Procurement is a matter for the water authorities and their agents who, in deciding which manufacturer's products to buy, properly exercise technical and commercial judgements in the best interest of their consumers.However, as a matter of policy I have, from time to time, urged them to purchase supplies and equipment from British firms whenever it is economic to do so.
