asked the Minister of State for the Civil Service whether he will estimate the percentage of each cash limit for 1978-79 for pay and general administrative expenses that is pay alone; whether he will give a breakdown of the general administrative expenses; and whether he will provide comparative figures for previous years.

Cash limits are net of receipts. In those cases where the pay element was greater than the net cash limit the percentages shown are based on the gross amounts used in calculating the cash limit. Some cash blocks include expenditure which is neither pay nor general administrative expenses.General administrative expenses cover a wide variety of non-staff expenditure on goods and services and also appears in cash limits which are not my responsibility. For 1978–79 significant components were:
