asked the Secretary of State for Social Services if he will specify the instrument which defines the minimum period of three years for lease of cars by Motability as running from the date of application and not the date of coming into force of the relevant mobility allowance.

Motability, though established with the support of the Government, is nevertheless a voluntary body. The conditions of its motor car leasing scheme for disabled people are not matters in which my right hon. Friend or I have any standing.I shall let Motability know of the right hon. Gentleman's Question and I am sure it will want to be as helpful as possible.
