asked the Secretary of State for the Environment what representations he has received in regard to the Government's commitment to hand back to the large district councils such as Bristol, responsibility for education planning and social services; and if he will make a statement.

I have received representations from the local authority associations, from groups of local authorities and from many individual councils. As I stated in reply to a question by my hon. Friend the Member for Luton, East (Mr. Clemitson) on 25 January—[Vol. 961, c. 231–3]—the Government have now set out their proposals for organic change in local government in a White Paper.
