asked the Secretary of State for Scotland what allowance rent officers make for inflation when spreading rent increases over a period of years.

Rent officers are required by statute to fix fair rents in the light of conditions prevailing at the effective date of the registration of the rent, and the resultant rent is normally phased in, without variation, over three years. Application for the registration of a new rent may be made after three years.
