asked the Secretary of State for the Environment how much income he anticipates will be raised for the year 1980–81 by allowing local planning authorities to (a) charge for planning permission and (b) charge for the enforcement of building regulations.

The information is as follows:

  • (a) Charges for planning applications will recoup a substantial proportion of the costs of development control which are currently estimated at about £50 million. The precise level of fees and the date of introduction next year have not yet been settled;
  • (b) Our best present estimate is approximately £40 million, in England and Wales.
