asked the Secretary of State for the Environment whether he is satisfied that discharges of chemical effluent within British territorial waters are being adequately monitored.

I am satisfied about the system for monitoring the quality of coastal waters generally, but full monitoring of all the relevant discharges will have to await implementation of part II of the Control of Pollution Act.
