asked the Minister of Transport whether the Leitch committee's recommendations are to be retrospective.

Many of the recommendations of the original Leitch committee have been incorporated into our procedures; when the basis on which a scheme was originally assessed has been revised, reassessment at the later decision stages is on the revised basis. Recommendations by the present standing advisory committee will be treated similarly where appropriate. It would, however, be an unjustifiable waste of resources to review past decisions on the new basis.
