asked the Secretary of State for the Environment what portion of the costs involved in running the development control system will be recovered via charges on planning applications; and if he will make a statement on the Royal Town Planning Institute's and the Confederation of British Industry's objections to this scheme.

A substantial proportion; but my right hon. Friend has not yet settled detailed proposals for a scheme. I have noted the views of the Royal Town Planning Institute and the Confederation of British Industry. A consultation paper will be issued in due course.
