asked the Secretary of State for the Environment what advice he has given the local authority associations and the employers' side of the National Joint Council for Local Authorities' Services (Manual Workers) on the subject of pay negotiations with local authority workers in the current pay round.

The Government's policy is that pay settlements are the responsibility of those who negotiate them, and I have advised the local authority associations of this.
