asked the Secretary of State for the Environment what discussions he has had with local authorities on the recycling of domestic and commercial waste.

The Government's policy is to encourage the reclamation and recycling of materials from domestic and commercial waste where it is feasible and economic to do so. In furtherance of this policy this Department is often in contact with local authorities.
